As far as I am concerned, a lasagna has four main elements: The meat and tomato sauce, the pasta, the white sauce, and the cheese. On a low carb diet, the meat sauce and the cheese are OK, and I decided to try low carb tortillas instead of the pasta sheets. I used a ricotta/Parmesan/egg topping for my low carb moussaka – which would have worked fine but I decided to go with a cream cheese-based sauce instead. It's actually my take on a white sauce (or bechamel, if you prefer) and has become one of my most popular recipes!
This low carb lasagna does take a while to make – but your efforts will be rewarded because the end result is SO good! If you're looking for a keto lasagna with low carb tortillas – this is the only recipe that you need!

How to Make Low Carb Lasagna
Add some olive oil to large skillet then add some ground beef, together with some onion powder, oregano, and paprika. Cook until the meat has browned. Add some chicken or beef broth and a can of diced tomatoes. Simmer for 20 minutes. The liquid will reduce down. Test for salt and pepper and add as necessary.
Add a little of the sauce to the base of a baking dish (mine was 6 x 9.5″), then add a layer of small low carb tortillas on top. Depending on the size of your dish you may need to cut them in half.
Layer with the meat sauce, finishing with a tortilla. To make the low carb White Sauce – please see the separate recipe. It only takes a few minutes! Pour this over the lasagna.
Bake in a preheated oven for 20 minutes. Add a sprinkling of shredded cheese over the top, then return to the oven for another 5 minutes.
This lasagna is tasty and filling and is ideal for when you're in the need for some low carb comfort food!

Low Carb Lasagna
This lasagna uses tortillas instead of pasta and a low carb white sauce. Perfect for a family meal - with a fraction of the carbs!
Ingredients
- 1 tbs olive oil
- 1 lb ground beef
- ½ tsp onion powder
- ½ tsp paprika
- 2 tsp dried oregano
- ¼ cup beef broth, or chicken broth
- 14.5 oz can of diced tomatoes
- salt and pepper, to taste
- 4 small low carb tortillas
- 1 white sauce recipe, see link
- ¼ cup shredded cheese
Instructions
- Preheat the oven to 375F.
- Add the oil to a large skillet. Add the beef and saute with the onion powder, oregano, and paprika until the meat has browned.
- Add the broth and tomatoes. Simmer for 20 minutes. Add salt and pepper to taste.
- Add a little of the tomato sauce to the base of a baking dish, then layer low carb tortillas and the tomato sauce. Finish with a tortilla layer.
- Make the white sauce (see separate recipe), pour on top, then bake for 15 minutes.
- Sprinkle the cheese on top then bake for another 5 minutes.
Notes
7g net carbs per serving (one sixth of the recipe) including the white sauce.
Based on using tortillas with 4g net carb count each.

I create my lasagna with much lower carbs and higher protein simply by making egg white noodles! The texture is perfect, it is amazingly filling and also perfectly low carb AND gluten free!

How do you make egg white noodles? I can't eat high fiber tortillas or pasta do to my Ile. It would make me very sick. However egg white noodles sound perfect Cindi could I please get your recipe? I love noodles and miss them so I could do this recipe if I can get your noodle recipe please : )
